Participants will explore housing data, AMI and affordability, fair housing history, and who needs workforce housing today. The course also addresses public misconceptions, housing types, zoning barriers, and key development hurdles. Through practical tools and local examples, participants will learn how to assess housing needs, identify resources, build partnerships, and understand the development process — including feasibility, financing, and capital stacks. By the end of the course, learners will be ready to connect with peer networks, join regional cohorts, and begin taking action in their own communities. He holds an MPA from the University of Wyoming and a BS in Urban Planning from the University of Utah. Shawn has served as Principal of Frontier Forward, where he focused on housing policy and public space planning, and he previously chaired the Teton County, Idaho Joint Housing Authority. His background includes work as a workforce housing consultant, Executive Director roles at various NGOs in the Greater Yellowstone Ecosystem, and municipal planning positions in Jackson, Wyoming and Summit County, Utah. Shawn is also the convener of the Mountain and Resort Town Planners Summit, an annual forum for resort towns in the Western US and Canada.
